Nigel Saddington, 68, is facing seven counts of indecent assault, two counts of buggery, and one count of administering a noxious substance with intent to injure, aggrieve or annoy.
The alleged victims were three boys who were under the age of 16 when Saddington was a cadet leader in the 1980s and 1990s.
Saddington, of Bagshot, Surrey, will appear at Portsmouth Magistrates’ Court today (Thursday, November 9).
A police spokesperson said: “We would encourage anyone who has been a victim of child sexual abuse to contact police on 101 where you can speak with a police officer in confidence.
“Alternatively, contact Child Line on 0800 11 11, or if you are an adult who has been affected, you can call the NSPCC on 0808 800 5000.
